Following HaKol HaYehudi’s findings on the relationship between Ra'am and Hamas, the "Ad Kan" Organization filed a police complaint against Naal Issa for having contact with a declared terrorist.
Issa is the son-in-law of Abdallah Nimr Darwish, the founder of the Islamic Movement in Israel, and is responsible for Ra'am’s external relationships. His wife, Nasibah Issa, serves as the head of the Women's Groups of the Islamic Movement and the Ra'am Party. She is considered the leading female leader within the party.
As part of his role, Issa was responsible for transferring funds raised by Ra’am affiliated charities to organizations in foreign countries, including several enemy states such as Lebanon and Syria. Ad Kan’s complaint states that based on an inquiry with the Finance Ministry the Ra’am affiliated charity led by Issa failed to request the necessary legal approvals to transfer funds to enemy states.
HaKol HaYehudi’s previous investigation also found that Issa had contact with a leading Hamas activist in Europe, Amin Abu Rashid.
In 2013, then-Defense Minister Ya'alon designated Abu Rashid as a known Hamas operative and prohibited contact with him based on his terror affiliation. Any contract with Abu Rashid thus violates the prohibition on contact with an enemy, which is punishable by up to 15 years in prison.
Just before that designation, Abu Rashid was seen on “The Informant” series produced by "Ad Kan" and Zvi Yehezkeli for Channel 13, where he was exposed as a Hamas activist. In recordings, he admitted to transferring millions of dollars to Gaza to support Hamas operations through a network of ostensibly humanitarian organizations. "My job is to eliminate Israel," he boasted to the undercover Ad Kan activist.
Abu Rashid, served as the head of Hamas in Europe from his location in the Netherlands until being arrested by Dutch Police in June 2023. He is currently in custody awaiting trial related to the transfer of 11 millions euros to Hamas in Gaza.
HaKol HaYehudi previously reported on evidence showing continuous contact between members of Ra'am's Support 48 charity and Abu Rashid up until his arrest.
Abu Rashid also led several collaborations with the Turkish group Hir Ummah, another Hamas affiliate. Several of these collaborations also included Ra'am and took place even after Abu Rashid was designated as a foreign terrorist by Israel.
As part of these collaborations, members of Ra'am's Support 48 charity can be seen photographed with Abu Rashid and distributing food and other equipment together.
The relationship between Abu Rashid and Ra’am officials later moved online and additional findings suggest that a Zoom meeting took place in January 2022 which included Abu Rashid, members of Ra'am's Support 48 charity, and the Turkish Hamas-affiliate Hir Ummah.
Issa spearheaded Ra’am’s relationship with the Hamas-affiliate Hir Ummah. Aside from Issa, Nimr Abu Luz and other activists from Support 48 also appear in photographs with European Hamas activist Abu Rashid.

We previously exposed the mission statement of the Islamic Movement, which guides Ra’am’s operations. The document states that Israel is "a colonialist project of theft and injustice." They oppose all cooperation and recognition of Israel and demand the establishment of a Palestinian state with Jerusalem as its capital and a right of return for all refugees. All contact between Israeli Arabs and the government of Israel is rooted in "our historical and natural right to Palestine” according to the document.
In addition, the mission statement explicitly states that it is forbidden to identify with Israel, to take part in "Israelization," or to serve the State of Israel, especially as a member of the military or police.
This is all part of a strategy of “Muatana,” which focuses on obtaining civil power followed by political power. Thus statements by Nasibah Issa that Ra'am would like to serve in an Israeli government coalition to address crime and neglect in the Arab sector can be
seen as a cover for an ultimate aim of replacing the State of Israel with a Palestinian state over the entire land.
